Sycamore View Apartments was our first development project outside of Washington County. Working with CASA of Oregon as developer, construction was completed in 2007. Encountering fierce NIMBYism in Scappoose, particularly directed against Latino farmworkers, we were unable to lease up the property to farmworkers. After obtaining a one-year occupancy waiver from RD that allows us to rent to low-income workers in any profession, the property achieved 100% occupancy within a month. We partner with Community Action Team to provide resident services.
