Mission:

The mission of the Housing Development Corporation (HDC) is to provide quality housing and services to empower working families in the communities of Northwest Oregon with the greatest barriers to stability and prosperity.

Vision:

The foundation for success in work and school is a stable home. Working together to overcome the challenges of homelessness, hunger, low wages and lack of healthcare, individuals and communities become the agents of their own transformation, and only through this transformation can positive change endure. When communities set their own agendas, raise their own resources and implement programs themselves, these initial successes build more than homes. They build hope, confidence and skills to continue on the path to greater well-being and community stability.

We believe in the resilience and capacity of all human beings to help, change, adapt and lead in their own lives, their families, neighborhoods and communities. Our humanitarian values compel us to support and build this capacity.

We pursue our mission through:

  • Decent affordable housing located close to community services and mass transit that assists low-wage parents.
  • Sustainable economic development that integrates housing, health, job training and education for people of all ages.
  • Leadership development that promotes neighborhood participation, local accountability, appreciation of diversity, and human rights.

We work in the midst of the poorest neighborhoods to unleash the potential of people to overcome life's greatest challenges.

In 2006 the Housing Development Corporation of Northwest Oregon (HDC) celebrated its 25th Anniversary as one of the largest workforce housing organizations in our region, and in 2005 the only organization in Washington County to focus on housing and competent services for agricultural workers and their families.

Major HDC accomplishments include: Building, assisting buyers through loan underwriting process, and selling five lease-to-own homes to Latino families; construction and operation of 233 units of decent, affordable family rental housing in Hillsboro, Forest Grove, Cornelius and Aloha; Providing supportive housing to 1300 very low income latino's including 800 children

  • Sycamore View, a new 22-unit, multi-family apartment project that is Columbia County's first farmworker housing project;
  • Western Washington Co. expansion to build two new community centers and wire those and 140 apartment units for high speed internet access.
  • Acquisition and renovation of 251 units of affordable housing in 2 properties in Forest Grove and Hillsboro

AWARDS:

  • The HDC's $6.7 million tax-credit financed Jose Arciga Apartments won the 2002 Governor's Livability Award.
  • The Oregon Housing and Community Services Department awarded the HDC the "2005 Award for Housing Excellence - Integrating Services into Housing." ·
  • "Touching Lives and Communities Award 2004" from the US Department of Labor for workforce training and fostering self-sufficiency

PROGRAMS:

  • In 2004, the HDC launched a new youth workforce program (Listos) serving out of school youth ages 16-21 years in western Washington County,
  • Promotores Program, an adult workforce training program to develop community leadership and educate low-income parents about health, school and job resources, housing/financial information, and prepare selected residents for future jobs in outreach.
